Architecting Sovereign Digital Entry with Visaero
Data Equity Ltd and Visaero PTE Ltd are modernising national Digital Mobility & Identity Infrastructure with a sovereign-first platform that retains full in-country control over identity data while delivering a globally performant visa and ETA experience.
Harish Gopal · Co-Founder, Data Equity
“Nation states that control their compute control their economic outcomes. Through this partnership with Visaero, governments can modernise digital mobility systems whilst retaining full sovereignty over data, infrastructure, and economic value.”
6% GDP uplift
Structured digital visa and ETA adoption can unlock up to six percent multi-year GDP expansion.
9–15% travel growth
Global ETA benchmarks show sustained increases in inbound travellers following digital transition.
5M-user scale
Platform engineered for five million global applicants with domestic data residency and worldwide reach.
Partnership Mission
Visaero and Data Equity are deploying the National Information Residency Compute Stack (NIRCS) to equip governments with sovereign digital entry capability. The joint release unites Visaero’s Integrated Digital Entry & Biometrics Infrastructure with Data Equity’s sovereign compute governance so that visa, ETA, identity authorization, and pre-arrival screening workloads operate domestically while supporting secure, standards-aligned integrations with aviation, immigration, and law-enforcement systems.
Independent modelling demonstrates that structured adoption of digital visa and ETA capability can unlock up to six percent GDP expansion, while global benchmarks show nine to fifteen percent inbound traveller uplift. The partnership positions sovereign governments to convert visa issuance into an economic value engine by combining biometrics, AI orchestration, and resilient API connectivity.
Figure 1. Sovereign-core architecture that keeps PII resident while serving global users via a stateless edge.Target Sovereign Architecture
- Data sovereignty: All PII, biometrics, and application records remain in the sovereign core while the global edge operates stateless.
- Edge intelligence: Cloudflare Workers classify traffic, serving static assets and non-PII responses at the edge while tunnelling sensitive requests back to the sovereign core over encrypted channels.
- Global performance: Anycast routing, HTTP/3, and adaptive content delivery ensure sub-20ms PoP access with backhauled dynamic processing.
Enhanced Sovereign Core
- Multi-site resilience: Active production in Primary with hot standby capabilities and a Secondary edge site provides sub-second failover and regional cache coverage.
- Kubernetes + service mesh: Hardened Kubernetes 1.28 clusters with Istio multi-cluster mesh deliver locality-aware routing, mTLS everywhere, and automated circuit breaking.
- Zero-trust zones: Envoy ingress, microservices application tier, and data zone featuring MongoDB, MinIO object lock, and HSM-protected keys create a layered security fabric.

Intelligent traffic engineering prioritises user proximity while protecting sensitive workflows. Static and public APIs are served from the edge, authentication is validated via JWKS at the perimeter, and PII flows traverse encrypted tunnels into the sovereign core for compliance-grade processing. Persistent connections, predictive cache warming, and mobile-aware delivery reduce latency, while DDoS mitigation, bot management, WAF rules, and behavioural analytics maintain trust.
Implementation Roadmap
- Commercial alignment with national stakeholders.
- Data centre site preparation, networking, and HSM cluster provisioning.
- Core team mobilisation across infrastructure, security, and mobility operations.
- User pilot launch with observability hardening and compliance validation.
- Progressive scale-out to 5M users with monthly failovers and quarterly DR exercises.
Security & Compliance
- Zero-trust IAM with MFA, RBAC, and just-in-time privileged access.
- mTLS service mesh, HSM-backed key management, and automated DLP controls.
- Policy-as-code governance aligned to national data protection mandates plus ISO 27001 and ISO 30107 certification pathways.
- Continuous vulnerability management with CI/CD scanning, quarterly penetration tests, and SOC-led run books.
Operational Excellence KPIs
- Availability target 99.9% (stretch 99.95%) with MTTR under 30 minutes.
- 95th percentile global response under two seconds with predictive caching.
- Cost per transaction below $0.50 and change success rate above 98%.
- Automation coverage greater than 90% for routine operations supported by observability dashboards and SLA tracking.
Economic Impact
Visaero’s biometrics, identity verification, and AI-driven orchestration, combined with Data Equity’s governance blueprint, deliver faster processing, stronger verification, and higher throughput. Governments capture direct fiscal uplift through increased traveller conversion, improved FX capture, and lower administrative overhead. As Ashish Chugh, Head of Commercial at Visaero, notes, “Together with Data Equity, we are enabling nations to turn visa issuance into an economic value engine — secure, sovereign, scalable, and globally interoperable.”
Sandeep Sundaram · Co-Founder, Data Equity
“We engineered the National Information Residency Compute Stack so that sovereign workloads inherit cloud velocity without surrendering control. Every packet that crosses a border is cryptographically bound to the sovereign policy fabric — observability, compliance, and resilience are no longer trade-offs, they are baked into the runtime.”
